Recipe Problem with calculation. What Excel formula to use?

I have a problem
I cant Process this in my head.
In theory:

Cell 1: Input number ( example: 150) grams of potato
Cell 2: Limit ( 450) grams
Cell 3: Result of the formula(default 1)
in cell 3, the formula must be like this in theory
"if cell 1 is equal to cell 2" then cell 3 must show 1.
Example.
if cell 1: 150
Cell 2: is 450.
Cell 3 must show "1" but if cell 1 exceeds 450. it must show 2 or more
Cell 3 must have a default of 1.


in practical application. If you buy 150grams of (a whole chicken(450 gram) example they dont offer cuts and portion)
you must buy the "1" whole chicken.
if you are required to buy 600 grams. you have to buy 2 whole chickens.

Use any method.

Here is the recipe. you can edit the servings automatically changes the grams/etc.
