Hyperlink in a cell which contain a symbol

Hello people,
I have area D3:I57 all cells with dropdown list.
In this list I have two symbols, + and -.
In any cell of the area haves only the + symbol i need to have active the hyperlink and in - non active.
Sometimes i will change some cells from - to + but never from + to -.
Is this easy to be done?
