There sure is. Have a look at the INDIRECT() function. It does exactly this.
As a volatile function it's not recommended that it is used excessively.

I have seen several different examples but have not been able to get a working solution. Is it also true that this INDIRECT function only works for workbooks that are open?? Is there another solution ?
