Click on the File button and then on Excel Options (at the bottom of the pane), Click on Advanced, and you can see the first option allows you to choose in which direction the cursor should move when you press Enter - change this to Right, then click OK.
You will need to use the mouse to move the cursor to the next row.

Assuming you have already entered the data from the table into Excel, say in columns A to D of Sheet1 (where column B is Vlaga %), then if you use A1 of Sheet2 to enter a value like 14.1-14.5 you can use this formula in B1 to return the corresponding value from column C:
=IFERROR(VLOOKUP(A1,Sheet1!$B:$C,2,0),"")

EDIT: you might need to use semicolons ( ; ) instead of commas ( , ) in the formula.
