'This operation has been canceled' new Excel error

I have a spreadsheet that I have been using for some time. I'm not an Excel expert.
A few weeks ago I started getting 'This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.' when clicking on the colored cells that display different sheets in the spreadsheet.
These sheets can also be accessed by using the sheet names at the bottom.
Is this a ban on the use of hyperlinks in the spreadsheet (Excel 2010)?
Lots of traffic about this error message but none of the advice has helped me.
Windows 10, Excel 2010, etc.
Some setting or permission must have changed somewhere. This is driving me crazy!
A copy of the spreadsheet is attached.
It may work perfectly on your PC, as it used to do on mine!

Like you mentioned yourself, it all works here except for quiet a few Next arrows and Previous arrows with the notification Invalid Reference

I tried it in both Excel 2010 and 2016 but no error like you mention
I do not know how it's coded, no macros as far as I could see.
