Add all the values assigned to texts in multiple cells containing other multiple texts

I need to add up all the "instances" where the specific Element was included/indicated under the Deficiency Items list.

For example, one of the cells under Deficiency Items items contain "HPI, PE, ROS"... those are 3 separate Elements where I need to add them up individually [per element] with the other cells having the same set up - mixed with other Elements in one cell.

I'm not sure if that explanation is clear enough. But please do check the sample file I attached with the expected outcome [just] for HPI and ROS, as an example.
