I'm enclosing a sample file with sample data. I have applied Index with Multiple match formula. I gives results for some of the cells while its not giving results for most of the values.
Can anyone look into the attachment and give suggestions to modify my formula to get desired results?

It is the greatest of all mistakes to do nothing because you can only do little - do what you can.
you are trying extracting numbers then why not Sumifs.

You need a double row match, not a row-column match:
=INDEX(Table1[CGRV],MATCH(1,(L$3=TMPP)*($K4=GRAV),0))
... confirmed by pressing CTRL+SHIFT+ENTER to activate the array, not just ENTER. You will know the array is active when you see curly braces { } appear around your formula. If you do not CTRL+SHIFT+ENTER you will get an error or a clearly incorrect answer.
