Counting number of cells with multiple time and date criteria

Grateful for some assistance with the below issue.

Each month I'll have a data dump from a visitor reporting system, the first few rows of which are in the paste tab but only for one day - I'll be dealing with monthly data (Paste Tab). I'd like the dashboard to look at the data and count the number of visitors between set times on each date (Dashboard tab)

I'd like to make it easy to use so the operative just has to paste the data in and check the tab (which I think rules out conditional formatting which is where I was going originally)

Any help graciously received!

This is C7 of the Dashboard sheet then copied down and across as necessary will count the number of times a date/time combination appear in column D of the Paste sheet.

I don't know if that completely solves your issue as I'm unsure about the rows that have a date in column C but no date/time in column D.

Would this not run into issues if say someone arrived at 06/11/2017 08:30:00, in that it would count them in row 7 AND 8?
