Add new toolbar in Excel 365

I'm trying to add a new toolbar in Excel 365. In various web articles I read:
How to create a new toolbar
On the View menu, point to Toolbars, and then click Customize.
Click the Toolbars tab, and then click New.
    etc

But I don't seem to have a Toolbars entry under View!

File > Options > Customise Ribbon

I think you might be looking at instructions for 2010.

Thanks Ali, that was indeed what I was seeking!

For anyone else that end up here with the same question, I found the following page very helpful.

What might be a bit puzzling to users of ancient versions like me, coming to Excel 365 etc, is that the term 'toolbar' is absent from these instructions. What I originally had in mind was a constantly visible personal toolbar, like the Quick Access Toolbar at the top of the Excel 365 window, which is already rather full. But a new 'Tab' on the ribbon, accessible with one click, is a good alternative.
