conditional formating based ion cell above

I have attached the file
so i need help with the condtional formatting for data 5 row. If data 4 row is greater than 0 and data 5 row same column is 0 format the cell fill red.

if data 5 row is greater than 0 and data 4 row is greater than 0 no formatting. I am trying to catch errors if there is a number greater than 0 in data 4 row then data 5 row had to have a number for the same column.

This will be true whenever the value in row 4 is greater than row 5 -OR- whenever there is a value in row 4 greater than zero while the value in row 5 is equal to zero.
