but when we open the excel file, it immediately reflects 12,345,678

What format is the data file in?
If it is CSV or other text file. Use From Text in data tab and use text import wizard. Ensure you select "Text" as column data format.
However, if you have latest version of Excel (and update), it will not be in the ribbon by default.
Go to Options->Data and check "From Text" found under "Show legacy data import wizards".
It will appear under Data->Get Data->Legacy Wizards
Or use PowerQuery/Get & Transform to import data and specify data type in Query Editor.
