Trying to condense daily shipping to semi-weekly based on a variety of shared locations

Greetings,

I'm trying to identify and highlight inefficiencies in our shipping charges. We send packages almost every day of the week, to various offices around the US. Sometimes we send multiple packages to the same office branch (though to a different recipient in that office).

To reduce costs, we want to suggest only shipping on Mondays and Thursdays, and I want to use the data provided by our vendor to highlight the costs if we had adopted this Monday/Thursday schedule since Jan 1, per office location.

I can't figure out how to manipulate the data to provide breaks per office based on "New Shipping Date." Is this possible in excel?
