Convert Text to Numbers.

I have a lot of cells stored as Text (Copy / Paste from WEB) and I want to Convert them to Numbers.
Text cells like : 10, 15, +34, -340, ....
If I select them all, Format from General to Numbers, when I try to see Value(A1) I get #VALUE!
In A1 is +34 or -340
How to fix this ?

I would add that sometimes those strategies will have trouble with non-printing characters. Is 10 the text string "10" or is it "space10" or maybe "non-breakingspace10".
