How to make a graph with multiple means with ranges.

That looks to me like a basic XY scatter chart with a "category" vertical axis. Horizontal error bars would be used to indicate the range. I cannot tell if the vertical "error bars" have any meaning, or if they are just there marking the position of the average.

I am not sure how familiar you are with creating charts in Excel. A few links to review:

When you add error bars to a scatter chart, you will have both vertical and horizontal error bars, and can display and/or format them separately.
