Easiest, though not exactly what you ask for, would be to use a number format like "0.# \m". This will display
0.5 m
1. m
1.5 m
2. m
etc. with the extra decimal point character on the whole number divisions. If you can tolerate those decimal points, this will be easiest.
If you cannot tolerate them, then you will probably want to create a "dummy" series and use text from cells as data labels on the dummy series to make your own axis. The technique is basically the same one described here (https://peltiertech.com/reciprocal-chart-axis-scale/ ) for a reciprocal (temperature) axis.
