Hello,
if the Add-ins tab has been selected in "Customize Ribbon", it will still only show up if there is an add-in installed that puts its icons into that ribbon. If no add-ins are installed (or activated), or if the active add-ins come with their own custom ribbon, the Add-ins ribbon tab will not be displayed.
