Rankings on First Come, First Serve

I have this information in which applicants for a conference are ranking their preferences for example (red, yellow, orange). What formula can I write so that I give the person their first choice, but then when that area gets filled up with more than 1/3 of the people at that conference it shows their second choice? I want it to be a first come, first serve kinda thing so that people are motivated to sign up earlier. Thank you so much to anyone that helps!

    Welcome to the forum

I have made a guess as to what you want and how you want it laid out. If I'm close then great, if not then it would help if you upload a workbook showing how you see this working along with your manually calculated expected results.

    That said, here's my attempt:

    FirstComeFirstServe.png

G2:H4 lists each of the areas and their capacity. I have made this a named range "areaList"
Col-E is the calculated assigned area for each applicant. In E2 and copied down:
    Formula: copy to clipboard

I have attached a workbook implementing the above.

Let me know whether this is heading along the right path.

Rule 03: Cross-posting Without Telling Us

Your post does not comply with Rule 3 of our Forum RULES. Do not cross-post your question on multiple forums without telling us about your threads on other forums.

Post a link to any other forums where you have asked the same question.

Cross-posting is when you post the same question in other forums on the web. The last thing you want to do is waste people's time working on an issue you have already resolved elsewhere. We prefer that you not cross-post at all, but if you do (and it's unlikely to go unnoticed), you MUST provide a link (copy the url from the address bar in your browser) to the cross-post.

Read this to understand why we ask you to do this.

I have added the crosspost reference for you today. Please comply with this and all our rules in the future
