I sort based on Column B then 2nd level Column A but it does not sort Column A

Please replace the .zip file with an .xls or .xlsx file. If necessary, cut the workbook down to show just enough data a to illustrate the problem. Thanks.

Since there are no duplicate values in A, there will be no need to sort by another level.
but why would it need duplicate values for sorting?
Sort via column B then sort via column A shouldn't it sort by column B then column A sort by the numerical value from smallest to largest?
