You need to say what you are wanting to achieve. rather than expect us to pick through the formula, not knowing the desired outcome.
I notice the values in F2 and F3 are identical and are summed to 12, where this should be 1 item and 6? Is this the root of the problem?
Well f2 and f3 are dropdown list items. In which its changes the sum of f5. The problem is in item & total. Not all the values are being returned only for the items which is selected in f2. But the itmes in f3 are not being reflected
Explain what you are trying to do here please. With complex formulas like that, you cant expect members to wade through them and try and figure out what you want.

I am assuming that you want a consolidated list of the two sets of items specified by the F2 and F3 dropdowns to appear in F8 and down. The following mod to your formula assumes that you have a single cost summary for both item sets.
Please try the following in F8 and copied down:
