Changing Time Value Breaks Time Format. Why?

Hello everyone! Thank you for clicking and helping. I really appreciate it.
I googled but to no avail to solve such strange behavior.

The format displayed is what I want. However, once I changed the 8 to 9, the displayed format is broken as follows:

Any idea? Any help is much appreciated! Thank you!

Possibly the format used or regional settings, can't tell from a picture, you will need to attach the workbook for us to be able identify the issue.

One thing that I did notice was that your times show in an AM/PM format in the formula bar, which is unusual, whenever I enter a time, it converts to 24 hour format in the formula bar regardless of the cell formatting.

Thank you! I solved it with the help of your inspiration that "whenever I enter a time, it converts to 24 hour format in the formula bar regardless of the cell formatting. " Now in the formula bar, the data is in 24 hour format, and the displayed cell is in my desired time format. Nice!

I simply converted all the desired cells to "General", then convert it to my desired date format. Somehow this "reset" works. I hope my solution is useful to others:

Select all the cells, right click to select Format Cells, in the category choose "General". Then open the same Format Cells menu, choose your desired time format.

    Thank you again!
