Comments don't show when image references another cell

The problem I encounter is that when there is an image that references a cell (or named range), comments no longer appear. I've included a workbook to illustrate. On the Directory sheet, B6 has a comment, but when I hover the pointer over the cell, the comment doesn't show. If you delete the cell reference in the image and then hover over B6, you can see the comment like normal. How can I get the comments to appear while having the image container refer to another cell?

Context: This is for dash. Excel 2013. The images change when the selection on a dropdown is made. I need to have commented cells.
