Help needed sharing excel sheet on web page

Hi all, I'm finally sitting down to look at excel again. Foremost I want to make a declaration that imo excel is the greatest invention for us lazy coders.

I run a magic the gathering league and we play a free for all format called Commander. We have been running a league for some time using a scoresheet to record each players individual win condition. We would like to carry our points over during our monthly play. We would also like to share our score card with other stores who wish to participate.

Will it be possible to share an excel sheet via a web page where score keepers can enter information? Will we need a data server to retain the ongoing values?

I've included an attachment, thanks in advanced as I know the excel community has been the kindest in the past.
