    Conditional Formatting using dates

    I have a evaluation tracker, I want to show red, amber, green for when they are getting close to being due. However, If I put a date in the field I want the field to go back to clear. The first columns B,C,D are due by 31 Oct, Columns E, F are due 31 Dec, and so on. Columns E through L are quarterly requirements. Thanks

    If today is <30 days from October 31 2019 then the field is red. If today is >30 but <60 days from October 31 2019 then the field is Yellow. If today is >60 days from October 31 2019 then the field is Green. Is this possible without values in the fields?
