Power Query is available as an add-in for the 2010 and 2013 versions and comes standard with 2016 and later versions.
As you are using the 2007 version I am afraid that it is not something that is useful in providing a resolution to the issue.
Could you provide a desensitized sample of what you get when you scan the full consumer number from an E.Bill into Excel as well as the 14 digit output that you would like?
