Shift Patterns & Managed Stafing - COUNT sums & IF functions

Please can someone help with the attached?

I have created a shift pattern calculator so that it calculates how many hours are worked on average per week.

What I now need it to calculate is how many staff I will have on at each hour.

The overview tab is where I would like the information to display (in the table on the right hand side) and the “Staffing” tab has the information of the amount of staff on per group, then on the overview tab I have entered which group is starting on each week.

How do I do this?

Try this.
I have used =COUNTIFS(C$2:C$19,"<="&S2,D$2:D$19,">"&$R2) to count the ranges.
