Select the row, Format > Autofit Row Height

Is the ribbon set to "AutoHide"?
No, I mean in the ribbon display options, top right of the title bar next to the - (minimise button)
Thanks. No, that was not enabled. Using it makes the obscured depth worse: the first fully visible row is then row 4. (And it always maximises the window!)
The screenshot I showed earlier was with the formula bar at its greatest height. It's worse when it's reduced:
(BTW, why does this image appear as an Attachment number that has to be clicked, yet my earlier one was displayed in full?)

Not quite sure what you mean by thisas I can increase the formula bar to almost the full screen. The screenshot I showed earlier was with the formula bar at its greatest height. It's worse when it's reduced:
Do you only get this on one file, or on all files?
All files.
Here's another attempt to show the screenshot:

I cannot preview that. Anyone know why?
Let's try a link:

Can't work with the link and neither of your attachments are valid. Have you tried the instructions at the top of the post in the yellow banner to upload the workbook?

You have selected to only show the ribbon tabs, rather than Tabs & commands, that's why you get that.
Thanks @Fluff13, that fixed it!
So that's a bug, yes?
Your link in post 9 is a link to a picture which cannot be worked with.
your attachment, when clicked on comes up as invalid attachment.
From the picture it appears that row 1 has been hidden and row 2 set to a row height that is too small.
Beyond that, without the actual workbook it is difficult for anyone to really figure out what is happening.
EDIT: apparently Fluff gave you the solution so posting it is irrelevant, glad you got it solved.
