IF Statement Help

So I'm trying to create a bracket that will automatically advance the next team based on the score that's inputted next to the team name (TEAM A, Team B, etc)

In Ex 1: Team A moves on

In Ex 2: Team B moves on

For Example 3... when there is no value inputted, Team B advances. Is there a way to have cell E17 remain blank until scores are inputted into D16 and D18?
