Reconcile output vs input

Hello-

I'm trying to reconcile output vs input. For example: created work orders vs closed work orders. The trick here, is how to calculate carried over work orders that didn't closed that week (or month). Also, how to calculate proficiency. Workbook attached.

Perhaps in D7 =C7+D5-D6 and pull right ?

I think is correct-- Now I'm looking for proficiency calculation. How proficient we are-- in terms closing WOs. what would be the KPI? or the calculation?
