    So if it's one value then you want one color and if it's another value then you want another color?

    This was a lot harder than I originally thought!!
    Only thing I found that worked was changing the codes to 9650 and 9660. The arrows look different than what you wanted but for some reason (don't ask me why) the conditional formatting works on these codes and not yours!!

    I am just an amateur, but since Excel 2010 came out I have been unable to make conditional formatting work. I close my file, open it in Excel 2003, apply my conditional formatting and that close the file, reopening it in ( now ) 2019, where my conditional formatting works very well.

    Pretty ugly, but it works for me.

    really strange but "⮟"="⮝"=TRUE

    for CF =UNICODE(G4)=11165 and =UNICODE(G4)=11167
