Search multiple criteria and return multiple results with Closest value

Hi Guys! This is my first post and i'm a total rookie when it comes to excel.

I've been working on this file for my college project,
As you can see i have a database in one sheet, the other sheet has input and output. Please check the formula in cell B15 basically i have to find products based on any of the input parameter and return all the matching results. But certain parameters should return the closest match. I need to find the closest match of the input parameter VLT, SHGC and Uvalue (right now it is searching exact match only) while returning the search results. How do i do it?

Nothing is more frustrating than to be working on homework and to get stuck. Without guidance, you might have no hope of finishing the assignment before the deadline.
