Vlookup formula and having certain if formula

I have 2 file 1. Master File and 2. CSW Dump.

On CSW Dump, I want data in :"O" and "P" row on the basis on below 4 condition. CSW DUMP file will be compare with Master file to check whether there is new line item, old line item closed but reopen later on, Old line item already on Master file and there change in date in master file in row"J".

Condition:

1. Compare CSW Dump File Row "B" and "C" and row "J" with Master file "B" and "C" and row "J" have date today date then "old case'" as comment on "P" Row should be highlighted in CSW Dump File
2. Compare CSW Dump File Row "B" and "C" and row "J" with Master file "B" and "C" and row "J" have date greater then today then "return query' as comment on "P" Row should be highlighted in CSW Dump File.
3. Compare CSW Dump File Row "B" and "C" and row "J" with Master file "B" and "C" and row "J" have date greater than today , also row "s" with "close status" then "old case reopened' as comment on "P" Row should be reflected in CSW Dump File.
4. Compare CSW Dump File Row "B" and "C" and row "J" with Master file "B" and "C" and row "J" have date today date and no such date on Master file then "New Case' as comment on "P" Row should be highlighted in CSW Dump File.
