Good day all! I have a weird interaction with conditional formatting that I can't quite figure out. In the attached file I have created a skills matrix, and as one progresses in a skill, you add in the percent, and the conditional formatting should display the symbol relative to where you are. So if you are at 77% complete, you should get a 3/4 filled ball and it will not progress to full into you hit 100%. If you're at 24% it should be blank as you aren't 1/4 complete yet.
As you can see in the K column (I'm intentionally displaying both % and the icon) the icons are showing the next level up before it should based on the conditions that I set (19% is displaying at 1/4 when it shouldn't).
Am I missing something here or am I just failing at elementary school level of understanding? I've left the numbers visible for the condition so it's easier to see. I've read over the conditions for each icon and I'm just baffled.
****SOMETHING ELSE...
I noticed that when I added in 800% (by accident) it blew out all the other icons and made them blank, which leads me to believe that their is some kind of cross interaction between the different cells/icons, or a dependency that excel is taking into account.
