Default "No" that users have to change to "Yes"

In one column I would like the answer in each cell to default to "No" (e.g. no action taken) until a collaborator actively changes it to "Yes" (action completed), with only Y or N as options in a drop-down selection. Is this possible thru data validation, or is there another way of achieving this? If this also applies to Google Sheets it would help immensely as well. Thanks

Set up your data validation as you would normally for I1.

Then in I1 type your default

Drag down column I and you should find all your defaults are "No" until you change it to "Yes"

Note that if your 'default is "No" but your list is Y or N, you will have to turn off error checking before typing in "No" into I1, then turn it back on afterwards.
