Logic to spread costs against criteria

Hi all,
I am having a bit of trouble with this logic in excel and need assistance please. What I am trying to do is use table 2 on the right to spread those costs proportionally to the totals in column G. Where I am having difficulties is applying the logic to work. I have left the formula in column H5 to demonstrate what I am trying to do (this method is not accurate).
Essentially what I want it to do is this: In column H apportion the costs in column L based on the zone and state and totals in column G. So that the total in cell L20 is spread in proportion to their weightings and the total in column G.
Perhaps this is not possible or I am just not making sense if so my apologies, it is late!
Maybe I need to split column G into zones or use the zone totals and not the entire column totals...or something

We might be better able to help if you could tell us at least a few of the values that should be in column H, since you say that the current method is not accurate.
