Make one entry (different in each row)in a formula absolute for an entire column

Is there a way to make one value in a group of referenced cells all absolute at once, instead of manually doing it one by one. Thank you. This could be simple but its 4am and it's been long. for each row, that value is different and it is referenced. I need it to be absolute when I expand the rows, but need all the other values in the formula to be relative.
