Positioning Chart on top of Picture

I have inserted a picture on my Worksheet.

I have created a chart and want to place it exactly on top of the picture so that the plot area matches exactly the picture.

I thought it would just be:

Please Login or Register  to view this content.

But it is not coming in the correct position - it must be more complex. Can you suggest what I'm doing wrong.

The chart width does not change.
There must be something else controlling the width. Any ideas?

Could you not just use the image as the plot are fill?
