I've been using Excel since the 1980s, and I have no idea what holding down both [Ctrl] keys does. The combination isn't mentioned in MSFT's online documentation for Excel keyboard shortcuts. And web searches for Excel after-copy double-ctrl-key turns up nothing.

If you mean after paste, you press [Ctrl]+V (or [Shift]+[Insert]) to paste, then press [Ctrl] to open the Paste Options menu. The Advanced Option in the Cut, copy, paste section labeled Show Paste Options button when content is pasted when unchecked disables displaying the Paste Options menu. OTOH, I now see that selecting anything in a chart and pressing [Ctrl] cycles through various chart option popup menus. This is the first time I've come across that, and [Esc] seems to undo whatever [Ctrl] does.
Sorry, there doesn't seem to be any Excel option to disable [Ctrl] in charts.
