How to create a custom conversion unit formula? PLEASE HELP.

Hi all!

I am very beginner level when it comes to Excel and I am hoping someone with more experience can help me out and tell me if what I'm hoping to accomplish is possible in excel.

I want to make a custom conversion following this: 1 hour = 4 units.
Id like to be able to put 00:00am - 00:00pm (time) and for it to convert it to hours and then to "units" following the above conversion rule.

Excel's "(=CONVERT) has pre-made metric units, but not what I'm looking for since my units are custom.

Does anyone know how to achieve this? I have searched everywhere. I would be very appreciative of any ideas/help. Thank you!
