change locked cell color

Do you know how I can lock a cell but still allow people to change values as well as the color, without allowing people to change color in other cells?

Unlock that one cell but lock the others, and protect the sheet. Locking a cell prevents changes to that cell when the sheet is protected - which is the opposite of what you seem to want....
