CRM Database. Multiple records for individuals. How can I concatenate cells & remove dupes

I have a task that seems quite simple but I am now stuck and are looking for some help.

I have set a conditional format to highlight the duplicate contacts. Contacts are listed more than once when they have more than one tag (Column E - e.g. type:Lawnmowers).

What I want to do is for all duplicate records, concatenate the relevant tags (type:Lawnmowers, type:Lawn Tractors) into the one cell in column E and delete row with the duplicated customer record.

I have included two examples of what I want to achieve in rows 15 and 16 which I did manually.

Could anyone advise how this can be done? I have included some sample data attached.
