Page Scaling & Print Titles Issue

Hello. I am having trouble figuring out the relationship between page scaling and the inclusion of print titles. Please see the attached document for reference. Thank you in advance for your help.

Basic Question: If I have a sheet scaled to fit on one page and no print titles are included it scales to X, but if print titles are included then it scales to Y.

I have a template with multiple tabs I use to illustrate different products/options for a client. Each Tab contains options for different types of products. The number of options can vary, but the goal is usually to have them illustrated and scaled to fit one page. About half the time there are so many options included that I need to break the sheet to print on two pages, otherwise it would scale too small to be legible. I'd like the Print Titles to already be set up just in case I do need to split the page. Usually, the Print titles consist of the Info and Current columns.

Adjusting the scaling and print titles for one tab is pretty fast, but the example attached is just part of a much larger template, where the same requirements are needed on each tab. There can be 40+ tabs at times, and I'd like to get the template set up, so I need to adjust as little as possible.

Please see the example attached. Both tabs are identical and are scaled to fit on one page. The only difference is the first page includes print titles and scales to 54%, and the second tab does not include print titles and scales to 71%.
