Hi there. I suspect your question has been hugely oversimplified.
A picture is worth 1,000 words. An Excel sheet is worth 1,000 non-editable pictures.
Please read the yellow banner about sample worksheets, at the top of the screen. Act on its guidelines and post a SMALL sample sheet complete with an explanation and some expected results.

First you need a list that gives all the country ISO codes (like QA) and the corresponding telephone country code (974).
Once you have that the Excel part is not hard.
I got the country iso by the code from this answer: TelephonyManager tm = (TelephonyManager)getSystemService(Context. TELEPHONY_SERVICE); String countryCode = tm.
