I could not find the "cell margins" option- see screenshot!
Did microsoft remove it on Excel 2019? if so, then how can I add white space around data in cell?

I think you are confusing Excel with Word. I've never seen a "cell margins" command in Excel. You can "indent" the cell format and then adjust column width and row height to give the desired spacing.
In Excel, the only "cell margins" you can find is in a text box.
