How to allocate work evenly

I need expert help here.
I have 24 rooms and ten nurses. All ten nurses are not working every day. How I can distribute the job considering if the patient needs assistance and all rooms are not occupied? See the attached form.

Index and Mod also have a dynamic array. I think 365 can sort by assist column and assign evenly, I don't know how to do it.
