Match a reference a reference with multiple IDs

Hi guys,

I think I'm overcomplicating myself with this, but even with a simplified version of the problem, I can't seem to figure out the answer.

So I have a list of References (in the simplified version, they are letters), and each of them has a list of IDs tied to them in columns "IDS", separated by a comma.

What I'd like to do is if I was given one of the IDs, I'd like to return the reference letter(column highlighted orange).


I have Office 2016.

Any help is appreciated.
