hi , please see enclosed file as it has examples of what i am seeing.....
basically, i am trying to insert a row and have the new inserted row take on the cell formatting of the row above that inserted but it does not seem to work in a specific case which i show in the file.
convert your range of data to a Table (Control + T) and the formatting will follow. Your data is currently only in a Range and not a Table.
