Value from another cell used in a formula

Hello,

I am using this formula below:

=IF(GAME!E4="","",'CARD DATA'!B3)

Is it possible to have the row number for column B, be a value in another cell such as A1?

For example, if A1 has the value of 37 the formula would use that row for column B.

=IF(GAME!E4="","",'CARD DATA'!B Value of cell A1 would be used here to determine row)

I appreciate any help.
