Combination formula for selected numbers

Hi, not sure if possible but will request here just incase someone can help.

Is it possible to make an excel file that can automatically find all possible combinations from say 4 numbers.
To explain fully, this has to do with horse racing. In one race possible of 24 runners and one venue possible of 10 races.
I am only interested in running this exercise to show possible combination with 4 selections per race.

Example
Venue1
Race 1 - 4,3,2,1
Race 2 - 3,5,6,1
Race 3 - 5,4,2,1
Race 4 - 6,7,9,10
Race 5 - 2,3,1,4


Okay can the excel show all combination of all these selections?

This is my contribution to a simple solution
All the combination of 4 digits or 4 letters are well known.
Data validation on the input cells, no duplicates.
Sheets are protected with none code.
Only tested on office 2007.

Thank you. FYI you said simple but to me you are a rocket scientist.
Thank you very much for taking the time to respond to my request. I have looked at your sample and now realize that it is a big ask to do combination
of 4 selections per race as it would be too many.
This idea won't be worth the time as will be too costly.
I thank you again. I will look at your sample and try to reduce the numbers to maybe 2 per race.
