Question very basic Excel funcionality without macros or scripts

I want to build a very basic excel, for time-project loging

columns: name, date as =TODAY(), hours, proyect-code from a list, and description
    EASY

and I need to make it idiotproof, and web enabled, and for users outside my organization

    MACROS: dont work on web

SCRIPTS, seems to not work outside the organization, and are a pain to activate (indeed half users inside org seems to not have permision to automate funcionaliaty)

and without MACROS or SCRIPTS, I can not:
    - copy formulas from one line to another automatically (even less, have the formulas protected)
    - make sure that the date in each line has correct meaning (best solution I found is an adjacent cell with "days ago": a formula of TODAY minus cell value)
    - proyect-code with a drop down may de feasible
    - BUT if user add new lines not always copy format (if a I block book , i can not have any cell blocked all rows arround)
    - and is user makes copy/paste, everything start to brakes

is tehre any other option to achieve such a simple thing ?

You have posted in the VBA section but don't want macros or scripts. Shall I move the thread for you?

You said in the thread title "very basic functionality" and now you say "advanced" - and you're not sure???

I've moved it to the Excel General section.

There are instructions at the top of the page explaining how to attach your sample workbook (yellow banner: HOW TO ATTACH YOUR SAMPLE WORKBOOK). Screenshots are of little practical use as we cannot manipulate them.

A good sample workbook has just 10-20 rows of representative data that has been desensitised. It also has expected results mocked up, worked examples where required, relevant cells highlighted and a few explanatory notes.
