This sounds to me like "market basket analysis." From what I've seen when this topic has come up before, programming market basket analysis is usually fairly difficult (especially for those of us who aren't initiated in the algorithms). If you aren't required to program your own MBA algorithm from scratch, it is my opinion that the easiest way to do MBA is to obtain a preprogrammed tool -- even if you have to pay for a software license.

One past version of Excel (I think it was 2013) come with an add-in that had MBA algorithms that could be run direct from Excel. Gut instinct is that MSFT still has that tool floating around (maybe as part of Power Query or Power BI). If you are not required to use a MSFT product, I'm fairly confident that R has a built in MBA tool. I also would not be surprised if Mathcad or similar has MBA tools built in. Of course, you could also put "market basket analysis app" into your favorite search engine or app store and see what options come up.
